Within the ACCRTA website for Arkansas’ City Clerks, Recorders and Treasurers you will find resources that we hope will assist you in performing your duties and enhance your community. Arkansas is home to more than 500 municipalities and this organization of professionals hopes to provide essential knowledge to its members to help improve the administration of local government throughout the state.

In preparation for the data gathering, validation and certification phase of the 2017 implementation of the Seal of Good Local Governance (SGLG), the Department of the Interior and Local Government Pangasinan (DILG Pangasinan) will conduct a Provincial Orientation tomorrow (May 9) at the Dagupan Village Hotel, Dagupan City.

ACCRTA is dedicated to perpetuating and developing the organization as a body within the Arkansas Municipal League, for the cooperation of City Clerks, Recorders and Treasurers of Arkansas cities and towns, and promotes the application of the best methods of conducting the affairs of the offices of City Clerks, Recorders and Treasurers in the great state of Arkansas.

The purpose of this organization shall be to improve the administration of local government through officials and/or persons vested with the powers and duties commonly known as City Clerks, Recorders and Treasurers. All such officials or persons referred to will hereinafter be called City Clerks, Recorders and Treasurers. The objectives include, but are not limited to the following: to perpetuate and develop the organization as a body within the Arkansas Municipal League, for the cooperation of City Clerks, Recorders and Treasurers of Arkansas cities and towns, to promote the application of the best methods of conducting the affairs of the Offices of City Clerks, Recorders and Treasurers, to promote and support legislation for the benefit of the Municipalities in harmony with the advocates of the Arkansas Municipal League, to provide a better knowledge of the needs of the Municipalities to the public generally, to safeguard the autonomy of the Municipality in its relation to the education of its citizenship and the existence toward continuity of a citizenship free from dictatorial powers of a person or persons.

Membership:

Those persons, as previously defined, in the State of Arkansas are eligible for membership in the association. Membership of the City Clerks, Recorders & Treasurers Association shall have four classes: active, retired, honorary and associate and shall be composed entirely of Municipalities having paid up membership dues in the Arkansas Municipal League.

Active Members: Active members are defined as those City Clerks, Recorders and Treasurers and their deputies whose annual dues have been paid prior to the annual meeting. A deputy is defined as working in the Clerk’s office whose core duties include a majority of the core duties listed below as certified by the clerk or recorder.

1. Secretariat to the elected body.
2. Meetings of that body and any subordinate committee, boards or commissions.
3. Preparation of agendas, minutes and official documents of such bodies.

Retired Members: Members who retire from office may continue their membership as nonvoting members.

Honorary Members: Members who have held Active Memberships in the Association for a period of not less than eight (8) years prior to termination of the Office Recommendations for Honorary Membership shall be submitted to any member of the Executive Committee for approval and shall be presented at the next annual meeting of the Association. Approval of such Honorary Membership shall be by majority approval of those voting members present. Members who have dishonored the office shall not be allowed to be honorary members.

Associate Members – Nonvoting: Associate membership shall be open to individuals employed by local government unit or other body as defined below, and those individuals who can demonstrate a commitment to the purpose and objectives of the association. Associate membership shall include the following list of positions:

1. Other employees of local government units
2. Election Administrators
3. Individuals in transit between municipal jobs
4. Others not eligible for voting member status

LINGAYEN, Pangasinan , Philippines – Twenty-nine Pangasinan mayors were re-elected, while 19 others won as neophytes, would assume their old posts or previously served in other elective positions.

Re-elected from their posts were Mayors Jose Pajeta Jr. (Agno), Alberto Guiang (Burgos), Noel Nacar (Dasol), Aldrin Cerdan (Anda), and Carlitos Reyes (Mabini), all from the first district; and Eduardo Ballesteros (Aguilar), Ricardo Camacho (Labrador), Manolito de Leon (Basista), Teodoro Cruz (Mangatarem), Ernesto Balolong Jr. (Urbiztondo) in the second district.

In the third district, all incumbent mayors won another term of office, namely Mayors Ricardo Camacho (Bayambang) who was unopposed, Maximo Calimlim Jr. (Mapandan), Mark Roy Macanlalay (Calasiao), Julier Resuello (San Carlos City), Armand Domantay (Malasiqui) and Carlito Zaplan (Sta. Barbara).

In the fourth district, only Mayor Robert de Vera of San Jacinto who ran unopposed will have another term.

Mayors Mina Joy Pangasinan (Sison), Ramon Guico III (Binalonan), Amadeo Gregory Perez IV (Urdaneta City) and Silverio Alarcio (Laoac) who were both unopposed, Libradita Abrenica (Villasis), and Artemio Chan (Pozorrubio), all from the fifth district, were re-elected.

In the sixth district, Mayors Heidee Chua (Asingan), Philip Peralta (Balungao), Rodrigo Rafael (Natividad), Teodoro Ramos (Sta. Maria), Alain Jericho Perez (San Manuel), and Eldred Tumbocon (Umingan) who was unopposed, are returning with a fresh mandate.

Former first district congressman Arthur Celeste was elected new mayor of Alaminos City, while councilor Gwen Palafox-Yamamoto is the new mayor of Bani. Also elected mayor were Percival Mallare in Infanta town, Arnold Celestein in Bolinao, and Roberto Arcinue in Sual.

Former mayor Josefina Castañeda will return as mayor of the capital town of Lingayen, and former mayor Simplicio Rosario makes a comeback in Binmaley. Jumel Anthony Espino, son of re-elected Gov. Amado Espino Jr., is the new mayor of Bugallon.

The premier city of Dagupan will be taken over by Vice Mayor Belen Fernandez as the new mayor. Also having new mayors are the towns of Manaoag (Vice Mayor Kim Michael Amador), San Fabian (councilor Constante Agbayani) and Mangaldan (Bona Fe de Vera).

Vice Mayor Ryan Paolo Mencias won in Alcala; board member Amadeo Espino, the governor’s brother, in Bautista; and Vice Mayor Timoteo “Dick” Villar III in Sto. Tomas. Villar’s entire team was unopposed.

Vicky Saldivar is the new mayor of San Nicolas, while former mayor Clark Tiu is making a comeback in San Quintin. Councilor Susan Casareno will assume the mayoral post in Rosales, while former board member Tyrone Agabas, husband of unopposed sixth district Rep. Marlyn Primicias-Agabas, won the mayoral race in Tayug.

Of the more than 48 mayors in Pangasinan, 31 belong to the Nationalist People’s Coalition, and the rest to other political parties. Two won as independent candidates – Agabas and Mallare of Tayug and Infanta towns, respectively.
